Default Tool to remove inner tie rod

Hi all,
I was changing a ripped steering rack bellow and found that the inner tie rod appears to be shot. There is slight in/out movement and it just flops around. The new one I have feels like it is fused at the joint, I can't get it to move by hand at all. I assume this is normal? I don't have a vise to put it in but I'm hoping when I install it I will have the needed leverage and it will move.

The outer tie rod stud just spins in the ball joint with almost no resistance so I guess it is shot as well. Also it is seeping grease out of the ball joint.

I was going to change the whole assembly but I don't have a wrench large enough or thin enough to remove the inner tie rod. Appears to be 35mm. Anyone know what tool I need to get? Bending that locking washer at the end also is going to be a pita. Not sure how I'm gonna be able to get a hammer/punch up in there.

Also I found some dirt and rust on the steering rack. Can I just use steel wool to get the rust? Do I need to grease the rack after?

I use channel locks.

I bit of PB blaster prior.

Bending the washer back is a snap. Just use a flat end screwdriver and pry.

There's a ton of youtube videos on the process if you have not done it before.

Thanks for all the assistance guys. I finally got around to this last week.
I was super limited on time so not everything went as planned unfortunately. I bought the Inner Tie rod tool from Harbor Freight and it didn't fit at all. The "cup" wasn't deep enough. Thankfully O'Reilly had a loaner that did fit, the Evertough Inner Tie Rod Tool Kit 67046.

I couldn't for the life of me get both tabs bent back on the washer that fits on the inboard side of the tie rod. Only had enough room to bend one down on each side. I didn't use any loctite either Also I couldn't get one of the boot clamps back on so I had to use a zip tie. Hopefully none of that comes back to haunt me.

Got an alignment done afterwards and my steering wheel shimmy at 50mph appears to be gone. Steering feels more solid in general, pretty happy with that. Gonna take it out camping tomorrow, wish me luck!
